Does US Congressional Authorization Funding have any meaning any longer ?

"To address a $380,000 revenue gap in the Maroon Bells area, the U.S. Forest Service is looking for additional ways
to raise money to keep up with operating costs.
It is currently the only partner that helps maintain the wilderness area at a financial loss;
their operating expenses were $600,000 in 2024 with only $220,000 of revenue, leaving them with a $380,000 negative balance on the year. "

This is sentence so confusing to me. Is there anyone else besides volunteer non-profits (who are usually partially funded by USFS Foundation or other gov grants) maintaining the wilderness?? Like duh the USFS is spending the most money maintaining it for the public’s use and enjoyment.

I would like to see an audit of the claim that they had only $220,000 of revenue. Since backpacking permits cost $10 per night per person, plus all the revenue for parking permits at Maroon Lake, plus they should be getting a cut of the shuttle bus fares, plus the camping fees for the campgrounds along Maroon Lake Road (even if concessionaires get most of the money, they should still be getting something), I think their revenue should be a lot higher.

US Navy ships should drag back loot to offset the cost of each deployment. Otherwise they're operating at a loss.

How about a fee on the planes that all the billionaires fly in on
