Conditions of 4WD Road south of Grizzly Reservoir / Portal Campground

Lincoln Creek Road / Ruby Mine Road that gains access to Petroleum and "Anderson."

Seems like this road is gated at the Grizzly Reservoir campground, I guess it's called the Portal Campground. Are there certain times the gate is open?

Looking for current conditions. Is the gate open? Road conditions?
