For some reason I thought putting my weight on my inside ski and pivoting was the answer, which probably explains why I was having problems lol. Yeah, the amount of pressure to put on the inside ski is something you just have to learn from experience. Sometimes you have to essentially ski on one foot, as otherwise the two skis want to go in opposite directions, but other times you need to pressure both skis (for example, on icy smooth surfaces). I've found this book to be great for breaking down the motions and techniques of skiing, and it's old enough that you can pick up a used copy almost free.
