I've been up there to watch the race several times in the last 5+ years. If you want to camp close to water, there is only one stream that you cross on the way up towards Devils Playground. It is only a few miles from the TH. There are usually people camped near that stream, but it doesn't look like it is very level.
The USFS officially closes the Devil's Playground trail on race day from the playground to the summit. The race folks/Teller County Sheriff's Office don't provide spectators with a way to cross the Pikes Peak highway near the playground on race day. Even though the trail is closed, that doesn't mean that the entire mtn. is closed. I have made my way towards the summit from the playground on race day. I just don't cross the highway. The summit area has a lot of security up there on race day.
If the weather is good on race day, I'll probably head up there. I usually leave the Crags TH at first light, about 5am. If you hang out at the playground to watch the race, keep an eye on the weather. I usually blast back down the trail when the clouds start to build.
If you need more info., you can send me a PM.
