On a summer weekend the lower lot overflows. The overflow will go somewhere. The issue is probably Blue Lakes Road being a residential road. The residents would probably rather the overflow be on 851.

Yes.

Since the USFS built the new overflow lot, people encounter it first and find it full so they simply park along the side of the 850 road, just above the overflow lot. Well, before the new lot was constructed, visitors used to drive up to the actual trailhead and park along the 851 road if they found the trailhead parking area to be full. Until the USFS builds a huge lot up on the 851 road, signage needs to be added to the 850 road.

After discussing this with the Sheriff, the issue is on the 850 road, where there are homes. Residents are complaining about people parking in front of their homes.

So what you are saying is, there is lots of free parking on the 851 road now?
