While Devil's Head is a great hike for youth, the lookout tower itself is now closed to visitors. The hike is closed at the base of the metal steps. The trail is still open, but the staircase to the top of the tower is not.

I would personally not recommend Devil's Head. That whole area around Rampart Range is noisy and full of rednecks riding their dirt bikes and shooting guns. Much better choices that offer legitimate wilderness like experience.

That makes me sad. I first went up Devil's Head with the Boy Scouts (as a member, not a leader). It's been probably something like 15-20 years since I was last there (solo). It would still be a nice little hike without being able to go to the lookout, but the view from the lookout is the highlight. IIRC, it is possible to see points from Wyoming to New Mexico on a clear day.
