WTF in Bross!

So, when hiking today from Mt. Lincoln to Bross, around 300m from the summit of the second, I saw a sign stating; "no public access to Bross" and another one indicates the trail to go around the summit (around 100 vertical meters below it.)
WTF is this all about?
