Can a low clearance, 2wd car get up Jones Pass on the east side?

Probably. The road is well-maintained because the Denver Water Department has a facility on the west side of the pass. There are trip reports with lots of images for Jones Pass on TrailDamage.com, but the most recent is 2007:

to echo what greenhouseguy said: probably. Last year I drove to this point 39.7793 - 105.8634 (a TH for Vasquez Peak) on the Jones Pass road without any difficulties and I seem to remember a couple of passenger cars coming down the road from the other direction. I didn't drive the entire road to the pass but was within a couple of miles.

We were up there a few weeks ago and walked the road from the top of Jones Pass down to the Jones Pass TH near the Henderson mine. It's a well maintained road and I don't remember seeing any significant ruts or road damage. The grade was pretty steep up high, especially the last section approaching the top of the pass. Low gearing might come in handy there. It's just a short walk to the top of the pass if you park lower at a switchback.
