IMPORTANT review of Arizona fees (2/25/11)

For the first time since the FLREA was passed in 2004, the Forest Service is accepting public comment on their concept of "High Impact Recreation Areas" (HIRAs). This is the same concept that the Forest Service uses on Mt Evans - calling it an "area" and charging all visitors for all activities, including activities that the law says must be free of charge.

The Forest Service has proposed 6 possible fee scenarios. Only option #2 (no fees) and option #3 (fees only at the sites meeting the federal requirements) are compliant with the law. IMO, either one is acceptable, but the other proposals - charging backcountry visitors for general access in different smaller areas - is not.

Don't miss this opportunity to encourage the Forest Service to bring their fee programs in to compliance with the law. What happens in Arizona will likely have a direct impact on HIRAs throughout the country.

The following is an article about the March meeting concerning the Forest Service's implementation of the Red Rocks "High Impact Recreation Area" (HIRA). Its interesting to note how much effort the Forest Service spent trying to keep people from reading the law and understanding the legal issues.

Thanks to 14ers members, we're not seeing fee implementation South Colony Lakes Basin. With your help, the land of the free will continue to be so.
