Jim's right. Even from the 2WD parking, it would be easy enough to pack in, drop your camping gear, and get up and down Humboldt with enough time to set up camp, then do the Peak and Needle the next day. I hiked Humboldt from the 2WD parking several years ago and was back in Westcliffe by 2.

My recollection is that they "cleaned up" the road up to the new closure, but I haven't driven it since then. I would still expect "bumpy," at minimum.

As for Culebra, I don't recall planning very far in advance for it, although I called and received the papers beforehand, probably about 2-3 days. I know at least a few people on my trip first got and signed the papers the morning of. I'm sure you could call the ranch, see when its open during the dates you're out here, tell them your travelling/flexibility issues, and see if they're amenable to your concerns. If Culebra's already open for climbers on a specific date, you showing up shouldn't be much of a problem.
