Glen Cove Conditions for Self Arrest Practice

I've read that Glen Cove is a good place to practice self arrest. Does anybody know if there is enough snow there this time of year to practice, or do you usually have to wait until spring? If Glen Cove doesn't have enough snow, is there anywhere near Colorado Springs that would be a good place to practice this time of year?

I was up there on saturday, too rocky right now for self arrest practice. Give it more time.
