It came from God, handed down to Moses. It was the 15th commandment I think.
If you remember, he dropped the tablet on the way down and only ten of the commandments survived.
A missing fragment of the tablet was found in 1946, and lo there it was:
"Thou shalt have 3,000 feet before thee can count a summit."
